Water & Wastewater Engineering Director Awarded Engineer of the Year

BROWARD COUNTY, FL - Gregory Balicki, Director of Broward County Water & Wastewater Engineering Division was recently honored by the American Society of Civil Engineers (ASCE) with the Government Engineer of the Year Award at the virtual ASCE Florida Section Broward County Branch Annual Officer Installation and Awards Ceremony on September 30, 2020.

This award was established to recognize distinguished civil engineers employed in public service for significant engineering contributions as a practitioner in public service. It is awarded annually by the American Society of Civil Engineers, Florida Section, Broward Branch. The award is given to an ASCE member in good standing, and preferably a licensed professional engineer. Award nominees are judged on sustained outstanding civil engineering performance in the public sector; evidence of high character and professional integrity; civic and humanitarian activities (community service); minimum of 15 years of public service as a civil engineer (five at the senior administrative level); and employed in the public sector at the time of application submittal.

Balicki has nearly 25 years of service with Broward County, with the last 12 years as Water & Wastewater Engineer Division Director. He oversees a staff of 47 and manages a five-year capital budget of $450 million.

The Broward County Water & Wastewater Services (WWS) division was also honored at the virtual awards ceremony. The division was awarded the 2020 Project of the Year by the American Society of Civil Engineers (ASCE), Broward Chapter for “Hillsboro Mile Sanitary Sewer Improvements.” The project included approximately 16,000 linear feet of gravity sewer, 23,000 linear feet of force main and 270 wastewater services along a three mile stretch of A1A, north of the Hillsboro Inlet in the Town of Hillsboro Beach. Construction started in September 2018 and was completed in November 2019. The project presented numerous challenges including an extensive maintenance of traffic, tight work areas, tidal issues, and deep excavations in sandy soils.

The project team included WWS Engineering Division staff, consultants Craven Thompson & Assoc., Thompson & Assoc., & Dickey Consulting, contractor Lanzo Construction, and the Town of Hillsboro Beach.

“We are very thankful for the awards from the Broward Section of Florida ASCE.  The Government Engineer of the Year award is well-deserved for Greg Balicki. His leadership has been a tremendous asset to the County and he has guided the highly successful water and sewer capital improvement program to many project successes. We are also proud of the ASCE Broward Branch Project of the Year award. The Hillsboro Mile Sanitary Sewer Improvement Project was a very difficult project due to traffic flow and sewer construction depth and was accomplished with tremendous success,” said Alan W. Garcia, Director of Water and Wastewater Services.
